The 18th Regional APUCEN Council Meeting and Community Engagement Impacts Conference (CEIC2023), held from 14–15 November 2023 in Surabaya, Indonesia, signified a meaningful return to in-person collaboration after the pandemic. Hosted by Universitas Surabaya (Ubaya), the event brought together academic leaders, practitioners, and global stakeholders to reflect on innovative community engagement practices and chart the way forward in sustainability.

With the theme “Empowering People, Empowering Nations,” the conference provided a dynamic platform for dialogue and sharing of best practices in community-university collaboration. Keynote presentations by Prof. Dato’ Dr. Aileen Tan Shau-Hwai (Executive Director of APUCEN, Universiti Sains Malaysia) and Prigi Arisandi (Ecoton Indonesia) sparked thought-provoking discussions on the role of education, environmental stewardship, and social transformation.

A major highlight of CEIC2023 was the community immersion visit to the Ubaya Training Centre (UTC) in Trawas. Participants witnessed an inspiring model of community-based tourism, where local residents have transformed environmental challenges into economic opportunities rooted in sustainability and cultural heritage. The village exemplifies a successful “living lab,” seamlessly blending conservation, education, and enterprise.

This hands-on experience left a lasting impression on delegates, showcasing how communities can lead in designing and sustaining their own development. The UTC model reinforced the potential of community-driven innovation in addressing pressing global issues through local action.

More than just a conference, CEIC2023 reaffirmed APUCEN’s mission to foster meaningful partnerships, empower communities, and build resilient nations through inclusive engagement. It also underscored the importance of restoring human connections, strengthening regional cooperation, and promoting long-term impact through university-community synergy.

As the first physical Council meeting post-COVID-19, CEIC2023 will be remembered as a symbol of resilience, reconnection, and renewed commitment to sustainable and people-centered development.
